Do EAEU citizens need a work permit or residence permit to work in Armenia?
Checked on
No work permit. Armenia's Migration and Citizenship Service says citizens of EAEU member states who work in Armenia are exempt from the work permit and may get a certificate confirming legal residence. From 1 November 2026, the law requires foreigners entitled to work under international treaties to apply for one right after signing a work contract.

No work permit, but a certificate
The Migration and Citizenship Service says citizens of EAEU member states who work in Armenia don’t need a work permit. They may get a certificate confirming their legal residence in Armenia. The service says this certificate is needed to exercise their rights in Armenia, and gives one example: crossing the border without administrative liability after staying more than 180 days.
Family members of the working EAEU citizen can get a statement confirming legal residence. It is based on the worker’s certificate and is valid for the same period.
What changes on 1 November 2026
Law HO-11-N rewrites article 7.3 of the Law “On Foreigners”. It covers foreigners who have the right to work under Armenia’s international treaties (article 23.1.11); the text doesn’t name the EAEU. Such a foreigner “is obliged to apply” to the Migration and Citizenship Service immediately after concluding a work or services contract in Armenia, to get a certificate of lawful residence for themselves and their family members. A state duty is charged at the rate set in the Law “On State Duty”, and it can also be paid online.
The new article 23 lets these foreigners sign work or services contracts without the work permission, provided they have a public service number.
