If Armenia refuses a residence permit, when can you apply again?
Checked on
Under the Law "On Foreigners" as amended from 1 November 2026, a foreigner refused residence status may apply again after one year, and the refusal decision says so. For some grounds, such as a filled annual quota, missing work contract or administrative penalty, you can reapply as soon as the reason for refusal is gone.

When you can apply again
From 1 November 2026, article 20.4 of the Law “On Foreigners” says that if residence status is refused, you can apply again after one year, and the refusal decision must note this.
The one-year wait doesn’t apply when the refusal is based on certain grounds. For those, you can apply again once the circumstances that caused the refusal no longer exist. They are:
- an unspent conviction in Armenia (art. 19.1.2);
- an administrative penalty under the Law “On Foreigners” whose obligation you didn’t fulfil (art. 19.1.7);
- the ground for the status has ceased (art. 19.1.8);
- for work-based temporary status: no work or services contract signed within 15 working days of getting the status, or a voluntary-work contract ended without a new one within 15 working days (art. 19.1.9);
- applying for work-based temporary status after arriving on another type of entry visa without changing the visa type, or after entering under art. 7.1 of the law without first getting the permission to stay for work (art. 19.1.10–11);
- the year’s quota is filled (art. 19.1.13);
- refusal under art. 27.3: the job requires Armenian citizenship, the information or documents were wrong or forged, or the employer previously broke the rules on hiring foreigners.
Other grounds for refusal
The new article 19 also lists: expulsion from Armenia or loss of residence status less than three years ago; reliable information about activity against state security, terrorism, smuggling of weapons or drugs, trafficking or organising illegal migration; certain diseases listed in article 8 of the law; a substantiated threat to state security or public order; false information in the application, or a purpose of stay other than the one declared; and a court decision in force to expel the foreigner. For these, the one-year wait applies.
