How much do I need to invest for a Georgian investment residence permit?

Checked on

Georgian law grants a 5-year investment residence permit for an investment of at least USD 300,000 (in GEL) or for owning non-agricultural property worth more than USD 300,000. Investors must then show yearly turnover of USD 50,000, USD 100,000, then USD 120,000. After 5 years you can apply for a permit with the right of permanent residence.

Two ways to qualify

The law gives the investment residence permit to a foreigner who has invested at least USD 300,000 (paid in the GEL equivalent) under the Law on Investment Activity Promotion and Guarantees, or who owns immovable property in Georgia, other than agricultural land, worth more than USD 300,000. For property, a certified assessor of a body accredited by the Georgian Accreditation Centre sets the market value. The permit also covers the spouse, minor children and fully dependent family members as the law defines them.

The agency’s document list asks for an audit report from a certified auditor proving the investment, or the property title with the assessor’s valuation report. It also asks for a written recommendation from a member of the Government of Georgia or from three Georgian citizens authorised to represent a Georgia-based business.

What you must keep up for 5 years

Investment route. Every year of the permit, you must give the Agency Revenue Service information on the turnover of your business in Georgia: at least USD 50,000 in the first year, USD 100,000 in the second, and USD 120,000 in each of the third, fourth and fifth years. If you don’t submit it, or it doesn’t show those amounts, the law says the permit ends (art. 21(1²)).

Property route. You must keep owning the property. If your ownership ends, the permit ends, unless before that you give the Agency a Public Registry extract showing you own another property of the same or higher value, with its market value set by a certified assessor (art. 21(1³)).

After 5 years

You can apply for an unlimited residence permit, which the law issues “with the right of permanent living” (art. 16(1)(g)). Apply before the 5-year permit expires: investors show fifth-year turnover of at least USD 120,000; property owners give a Public Registry certificate showing 5 years of ownership. The investment permit stays valid until the Agency decides (art. 16(6)).
