What the Polizia di Stato says you pay
The Polizia di Stato’s page lists four items: EUR 16 for the revenue stamp applied to the completed form, EUR 30 in postal charges paid when you post the insured envelope with the application, EUR 30.46 for the electronic permit when the permit is longer than 90 days, and a contribution of EUR 40, 50 or 100 that varies with the permit’s length or type. It says the payment rules for the contribution were set by the decree of 5 May 2017 of the Ministry of Economy and Finance with the Ministry of the Interior.
The Questura di Brescia’s notice on that decree (Gazzetta Ufficiale n. 131 of 8 June 2017) gives the bands: EUR 40 for permits longer than three months and up to one year, EUR 50 for permits longer than one year and up to two years, and EUR 100 for the long-term EU residence permit and for managers and specialised workers. The contribution is owed by foreigners over 18. The 2017 decree added the duplicate of a still-valid permit to the cases that don’t pay it.
What the law says
Article 5(2-ter) of the Consolidated Immigration Act makes both issue and renewal subject to a contribution set by decree of the economy and interior ministers. The statute’s text still names a range of EUR 80 to 200; the amounts the Polizia di Stato lists today are the 2017 decree’s EUR 40, 50 and 100. The same article exempts permits for asylum, asylum requests, subsidiary protection and medical care, and the permits under articles 18, 18-bis, 20-bis, 22(12-quater) and 42-bis of the Act.
Free help with the form
The Polizia di Stato says that if you don’t have the post office kit, Patronati and Comuni offering the service can fill in the issue or renewal application for free; you then send it by registered post.
