Two separate payments

The Office for Foreigners’ MOS portal says that an application for a temporary, permanent or EU long-term residence permit filed in MOS must include proof of two payments: the stamp duty for the permit (from 340 zł to 640 zł depending on the type) and the residence card fee (100 zł). They are separate fees paid to separate accounts. You cannot pay them inside MOS; the bank account numbers are on the website of the voivodeship office that handles your case. As proof, MOS accepts an electronic transfer confirmation, a scan or a legible photo of it.

Reduced and zero fees

The Stamp Duty Act exempts some permits, for example the temporary permits under arts. 160 points 4–6, 176 and 186(1) points 8–9 of the Act on Foreigners and permits for people under temporary protection. The MOS FAQ says the 100 zł card fee is halved for people who qualify for relief, and lists cases where the card is free.

If you are refused

The Act on Foreigners says that stamp duty paid for a temporary residence permit is not refunded when the voivode refuses the permit or discontinues the proceedings (art. 113c).
