Can I apply for a Turkish residence permit from abroad, or only inside Turkey?
Checked on
Law No. 6458 names consulates as the place to apply, but the Presidency of Migration Management says consulate applications are not yet available. For now you apply inside Turkey, online through e-İkamet, then attend an appointment at the migration directorate of the province where you want to live. A lawyer or legal representative can file for you.

The law and current practice
On paper, Law No. 6458 makes consulates the normal place to apply (art. 21(1)), and lists cases where you can apply inside Turkey instead (art. 22). In practice, the Presidency of Migration Management says that receiving applications at consulates “will be possible soon” and will be announced separately; until then, the governorship of the province where you want to live takes the applications. Its FAQ says plainly that residence permit applications are not yet taken from abroad.
How an application works now
You file online through e-İkamet for the permit type you think you qualify for. The system gives you an appointment, and you must attend it at the provincial (or district) migration directorate in the province where you want to live, with the documents. If you don’t attend without a valid excuse, the Presidency says you are treated as never having applied. Renewals follow the same procedure as a rule.
If your permit ran out while you were abroad
The FAQ says you enter Turkey under the visa rules that apply between Turkey and your country, then apply online. A legal representative or lawyer with power of attorney can also file, but you may be asked to attend under art. 97 of the law.
