What must I do if I move house or to another city with a Turkish residence permit?
Checked on
Under Turkey's implementing regulation, you report a new address to the governorship within 20 working days. If you move within the same province, that is enough and your permit stays valid. If you move to another province, you apply there for a new permit within 20 working days; for the same permit type, already-paid time is not charged again.

Moving within the same province
The regulation requires you to report a change of address to the governorship within 20 working days (art. 23(2)). The Presidency of Migration Management’s FAQ says that if you stay within the same province, reporting the new address to the provincial migration directorate is enough: no new card is issued and you keep living in Turkey on your current permit. The Presidency’s general information page says that both the provincial migration directorate and the provincial population and citizenship directorate must receive the documents.
Moving to another province
The Presidency’s general information page describes a residence permit as giving the right to live in Turkey for a set period and in a set place. If you move to an address in another province, the regulation requires you to apply there for a new permit within 20 working days (art. 23(3)). If you keep the same permit type, you receive a new permit document but don’t pay the residence fee again for the period you already paid.
Registering your address in the first place
The regulation says people who receive a permit inside Turkey must register in the address registration system within 20 working days of receiving the permit document; people who got the permit from a consulate must do so within 20 working days of entering Turkey (art. 22(12); the law sets the same for consulate permits in art. 26(2)).
